Why Is Harley Quinn So Popular?

Harley Quinn is an interesting character in that she's among the last of the truly great, iconic Batman villains to be added to the rogues gallery. Most of Batman's core group of villains were conceived pretty early on. Joker, Riddler, Catwoman, Two-Face, Scarecrow and Penguin were all firmly established by the early 1940s. There was a second wave of now-iconic villains in the late '60s and '70s as the Batman comics returned to their darker roots in the aftermath of the Adam West TV series - Poison Ivy, Ra's al Ghul, Man-Bat, etc. There have been plenty of memorable smaller villains to debut over the years, but the only two characters in the past few decades who have manage to rise to A-List status are Harley and Bane. And Bane's popularity is often in spite of the quality of his stories rather than because of it.
