Who Is the New Spartan in Halo 5: Guardians?

Halo 5: Guardians was announced earlier today alongside the image below, but few details came with it.

At the top is a mysterious character wearing armor similar to the Master Chief's. IGN's Destin Legarie and Alfredo Diaz discuss who they think the unnamed armored character is, plus they take a closer look at the first bit of concept art and pick out some clues.

While it was speculated that the character may be Palmer (from Halo 4) or Cortana in some form, 343 executive producer Josh Holmes clarified on twitter that the blue-visored Spartan in the image is neither a robot Cortana nor Halo 4's Sarah Palmer. Rather, "He's a NEW character."
