After a period where things seemed to be looking up for this crossover, it's back to feeling overly long and drawn out again. Justice League Dark #28 does have some engaging moments. Writer J.M. DeMatteis focuses pretty heavily on the "unholy trinity" of John Constantine, Zatanna, and Nick Necro. This issue really works to pay off on that group dynamic and the build-up its seen of late. There's a sense that Necro is being maneuvered for a possible redemption, which plays nciely into the whole "evil is relative" theme Forever Evil has going.
