This Court of Owls story is a dark one, both visually and in tone. We get glimpses into the dark history of the Court in Gotham, of murder, betrayal, and survival. It's exactly what you'd want in a story centered around these masked fiends, and it's even set to the tune of a father comforting his daughter. It'd be sweet if it wasn't for all the death and creepy freaking masks.
James Tynion IV has a good handle on the Court of Owls and the Talons. These characters work best when there is a sense of horror and dread, and this issue nails that big time. Through a series of flashbacks, we get to see the dastardly deeds of the Owls ranging all the way back to the birth of the city itself. The final sequence, featuring a murderous Talon visiting some brothels, takes things a bit too far, but for the most part the issue works and works well.
