Surprisingly, a comic about every single Gotham villain (except Joker) locked in a brutal turf war isn't the greatest part of Forever Evil. I suppose that says as much about the quality of Forever Evil as it does this book, but this series still hasn't quite managed to live up to Pete Tomasi's better Batman work. Things were looking up in issue #2 thanks to an improved portrayal of Bane. Unfortunately, this issue pulls a 180 and makes this villainous mastermind an object of ridicule rather than fear.
