Place diverter is weak/slow to trim up

Trim up all the way on my hydraulic PD while underway the rooster tail will barely get out of the water. On the trailer the nozzle struggles to go much more above halfway, if you grab it and "help" it up it will go all the way up. I don't see any fluid leaks so I don't think the hydraulic ram that moves the nozzle is blown. The pump itself has full fluid. All the solenoids are on tight.

Where would be the first place to start or what parts to replace? I did notice the plastic line going into the lower part of the ram has a fairly bad kink in it right before the screw-on flare fitting...
