Neovane Pump Question

BBC, Neovane 755? pump.
Replaced impeller, got ready to start engine and placed inlet hose from pump into full 5 gallon bucket of water (water level within 6 inches of height of center of pump-see pic). Ran engine, no water downstream of thermostat even though temp well above 160 opening temp of thermostat. The inlet line was dry - didn't appear that pump primed.
Took pump off, ran with drill motor with inlet in cup of water and primed and pumped as expected.
Replaced everything and was going to run the motor for a bit in the shop so decided it would be good to top off engine with water to ensure heads and block were full. Started pouring water into the thermostat housing and water started running out the INLET of the pump.
Is this normal? Any ideas why it wouldn't prime? Does anyone run a check valve in the inlet line to ensure pump has water to prime with?
Pay no attention to tow vehicle or dangling wires...still a ways from hitting the water.
